Formulating the right question is the first step in scientific method investigation. But not every question is a GOOD question. A GOOD question is one that can be answered through investigation, not by reading a book or researching the internet. For instance, a question like “Are dogs good at guarding people?” is NOT a good question because it is too vague and there are too many ways to test it.
